Introduction

The Ministry for Primary Industries (MPI) and the National Animal Welfare Advisory Committee (NAWAC) are seeking your feedback on proposed changes to the Code of Welfare for Sheep and Beef Cattle (the Code). Making a submission is important. It provides us with evidence to help us ensure that the Code reflects scientific knowledge, good practice, economic considerations and changes in societal expectations. It is your opportunity to ensure that your views are heard.

Before completing this survey, you should read the accompanying consultation document, the draft Code and the draft evaluation paper.

The survey will ask for feedback on the minimum standards proposed in the draft Code and two new recommended best practices for painful husbandry procedures. You will also have the opportunity to provide feedback on other parts of the Code (e.g., example indicators, recommended best practices, your alternative proposals).

You will be asked to provide your name and contact details as part of your submission via this survey.

Submissions are public information
Any submission you make, including online, becomes public information. Anyone can ask for copies of all submissions under the Official Information Act 1982 (OIA). The OIA says we must make the information available unless we have a good reason for withholding it. You can find these grounds under sections 6 and 9 of the OIA.

The deadline for submissions on the draft Code is 15 July 2025.
